Oil Spill

I have noticed that there is a line of waxy pellets on the high tide mark on Marske-Redcar beach. A guillemot was spotted at the South Gare on Monday with what appeared to be oil on it's wings. A dead puffin was on the beach (in even more distress than the one I photographed at Redcar). Is there a way of reporting this?
