Raptor but what

Spotted this fellow in the trees below the woodlline, Sorry for the quality but taken from great distance. Thought Peregrine at first then possibly Goshawk but Tail colour/Leg length seemed wrong. Peregrine more fitting perhaps. Any suggestions welcome?
