Juvenile Peregrine?

Got this very distant shot in Sleddale on Tuesday. Thought maybe juvenile Peregrine with the heavy vertical streaking on the chest. Am I right?

Does look a little odd but Kestrel was my first thought. Can't see it as  Peregrine.

Thanks Ian, yes there were a number of Kestrels around, I just got a bit confused with the heavy streaking and the lack of colour, the latter probably due to the poor light at the time.
