Problem of Dog walkers

Skinningrove Jetty Walk and the St Helens clifftop walk is almost unbearable at times with Dog droppings. There are those who clean up after them but many others don't and with others it is impossible to watch all the dogs with them.

This young lady has 9, yes Nine dogs with her. Not only can she not watch and clean up after them all but she could not possible have control over them if the attacked a Child or an adult or got into a massive dog fight.

2 of our senior members have already been shaken by jumping dogs. One of them lost his balance totally. Is there a law as to how many dogs a person cane be in control of.  My family used to breed Alsations for the Police force many years ago. I am 6 foot plus, was physically strong at that time and could not hold 3 alsations all wanting to go different ways without a special training collar on each. This lady has them all running free. Many of them are Labs which are strong and heavy.

There are paid dog walkers, what laws apply to them? conditions are the same. One cannot walk in the above mentioned places 5 yards at a time without looking down checking where they are going in order to avoid piles of dog dirt.

As I understand from a farmer friend, it is an offence to conduct a commercial activity from a public foot path. A dog walking business is such. However the area described is a foreshore, I suspect, which may not be the same thing, of course.
I doubt if one would get much action from the police as they are reluctant to get out of their cars these days!
