I have spoken to Natural England ( NE) on this matter and they have commissioned no surveys for the area and neither has Hartlepool B C . Thus it would appear to be some cowboy on a stolen ATV or some employee having a joyride on the works equipment . So instead of merely recording this behaviour on the club's site, I suggest you al 101 and formally report it to the police and ask for the incident number to ensure it is recorded. Having a picture of the gentleman is bound to whet their interest.
Also all members should report similar incidents and if the events are seen to be cumulative then even more pressure can be brought to bear

Noticed a Highways Agency van with a trailer which had conveyed the quad bike, parked through the gate at the end of the Zinc works Road. He obviously had a key to gain access.

Ali McLee again.
Tim
I have located the organisation who legitimately access the beach to survey by ATVs and raised the matter which you describe. However as I was not there, it is crucial that you write either via me ( alandcarol3@gmail.com) or directly to ( robin.siddle@scarborough.gov.uk). They were highly indignant of the accusation of joyriding and your observations and any further photos would be useful.
This goes for other club members who have evidence or pictures.

Thanks Tim for the report. It was quite unnecessary for an ATV to be used in this survey as both individuals could have done so on foot using the measuring pole. I have photos of over 10 transects still visible in the mud some 20 tides later. I shall continue to pursue this insensitive methodology of surveying via Hartlepool B C and N E.

3 blokes there today, setting fires with petrol, unsure if they were there officially or not.  freezing and a bit away so not sure if quality good enough.
