Raptor protection in England - a change in the law?

The club's attention has been drawn to a petition which members may wish to sign. In Scotland the legislation has been changed to permit legal action to be taken against landowners ( employers) whose staff ( game keepers) have been convicted of illegal persecution of birds of prey on their land. Such actions need to be similarly punishable in England – surely? If you are in agreement with this principle being similarly established in England, then sign the petition and encourage others to do similarly.
