Herring Gulls with white heads

During the winter months I have seen several Herring Gulls with pure white heads. They don't look any different from normal Herring gulls. They have no characteristics of Caspian Gull, which I know has an unstreaked head in winter. Any help from our great laridophiles would be appreciated.
