I suspect its removal is in anticipation of approval, by Stockton, for the planning application by the Environment Agency to re-align the sea defenses at Cowpen Marsh. Environmental practice is to remove potential nesting site prior to the start of the breeding season. A sea wall will be constructed parallel to the road. ( See pages 11 & 12 of April 2016 newsletter on the E A plan)

The significance of the embankment has been raised in the comments to Stockton Planning. All concerned should comment too.
