Thanks to Damian's excellent lead I got a reply today from the ringer in Norway,Kjell Mork Soot . He spoke well of Damian in his email indicating that he (Damian) was the best Rock Pipit colour ring informer in the UK for birds rung in that part of the world.. See the attached Jpeg of the data of that bird.
